Environmental Management Systems for Phosphate Resources Limited

 

Range to Reef Environmental is providing environmental services to Phosphate Resources Limited (PRL) to develop environmental management plans (EMPs) and implement environmental management systems (EMS) for their subsidiary companies Christmas Island Phosphates (CIP) and the Indian Ocean Oil Company (IOOC).

 

Both operations are located on Christmas Island which is home to many threatened species, special habitats, parks and to a community of around 2000 people. The majority of the Island is vested as National Park with mining operations and facilities often adjoining or near national park or the Islands main settlement. This presents social and environmental challenges in undertaking activities in an ecologically and socially sustainable manner.  

 

This project involves:

  1. Environmental risk assessments to identify potential risks, existing controls and prioritised actions

  2. Development of environmental actions plans and EMPs to meet legislative requirements and company aspirations

  3. Liaison with relevant environmental regulators over regulatory and licencing matters

  4. A review of current environmental management systems against the ISO 14001 standard

  5. Assessment of efficient options for improving compliance, record keeping, reporting, data management, monitoring and audit and review processes

  6. Implementation of a cloud-based EMS (ecoPortal system) with ongoing online support

 

 Positive outcomes achieved:

  • A revised management framework to minimise impacts on Christmas Island's environmental and community values

  • Clarification of legal and regulatory requirements

  • Compliance with licensing and regulatory requirements for the IOOC premises under the EP Act 1986 (WA) (CI)

  • Revised Licence for CIP operations under the EP Act 1986 (WA) (CI)

  • New environmental systems introduced to progressively improve company operations with a simplification of processes, plans, procedures and forms

  • Improved records and document management and quality control via the ecoPortal system

  • Increased staff engagement, awareness of environmental management and company responsibilities
